When I try to reboot into Windows 10 from the Gnu I can't use the UP and DOWN arrow keys! [on hold]
Please help me fix this so I can Dualboot Windows 10 and Ubuntu 18.04!

Do you mean while booting, on grub arrow keys don't work? Are you using an USB or wireless keyboard? Is USBs enabled on BIOS/UEFI setup?
