What are the different ways of blocking HTTP in ubuntu Apache2?

I have blocked HTTP to my Apache webserver on Ubuntu server. But when I comment the Rewrite lines, I still cannot access my website through http, only https.



Wherelse should I look?



cat /etc/apache2/sites-available/000-default.conf 
<VirtualHost *:80>
ServerName example.com
ServerAlias www.example.com

ServerAdmin webmaster@localhost
DocumentRoot /var/www/html

ErrorLog ${APACHE_LOG_DIR}/error.log
CustomLog ${APACHE_LOG_DIR}/access.log combined

#RewriteEngine on
#RewriteCond %{SERVER_NAME} =example.com
#RewriteRule ^ https://%{SERVER_NAME}%{REQUEST_URI} [END,NE,R=permanent]
