What is reciprocal rescaling of a matrix

As given in the title, what does it mean by reciprocal rescaling of a matrix. I read that the factorization of the matrix $mathbf{X}$ to $mathbf{U}mathbf{V'}$ i.e. $mathbf{X=UV'}$ is invariant to reciprocal rescaling of $mathbf{U}$ and $mathbf{V'}$.



Can anyone please explain what does it mean ?
