Ubuntu 18.10 only boots with acpi=off on new HP laptop

I recently got an HP laptop and installed a windows 10 on it and wanted to have it dual boot along with ubuntu 18.04 nut whenever i would try to install it everything would freeze and i would need to reboot. I got ubuntu 18.10 to install normally but whenever it boots or needs to restart it also freezes completely. I found a solution to the boot up problem by setting the acpi=off parameter although even set like this the restart issues remains. Anyhow everything else seems to work normal except that I can't get any battery info, I can't find anything to fix the problem or maybe if someone can tell me some sort of 3rd party app to use for that.
