In ubuntu, can 1 application be controlled by 2 users?

Imagine 1 monitor with a computer with 2 keyboards and 2 mouses plugged in, and just like in google docs, you can see the 2 mouses moving simultaneously, and when using a coding editor (like vscode) both users can collaborate on it as if it was the cloud9 IDE (or some other cloud IDE).



If this is possible, how would one go about implementing something like this?



basically I'm trying to make a teamviewer + google docs.
