The Town Planners Registration Council of Nigeria has frowned on the poor manner the resettlement of displaced persons in the North-East is being handled by the Federal Government and the affected states, saying it is unplanned and poorly coordinated.
The council stated that its members were not consulted by the government on the planned construction of residential buildings and settlements for internally displaced persons in the North-East, insisting that there was no coordination among the agencies handling the project.

The TOPREC President, Prof. Layi Egunjobi, who raised the issue at a press conference in Abuja, deplored the alleged non-involvement of town planners and allied professionals in the planned resettlement of IDPs.
He said, “We are concerned about the actions of the federal and the affected state governments, which indicate that they appear to have embarked on large scale resettlement of the IDPs in their original towns and villages.
“The absence of planning has deprived the exercise of the opportunity of creating more liveable, resilient, integrated, connected and socially inclusive neighbourhoods.”
Egunjobi stressed the importance of preparing a detailed master plan for the re-development of the areas affected by the Boko Haram insurgency ahead of the actual resettlement, noting that this would facilitate the generation of critical data on all aspects of the socio-economic life of the IDPs.
According to the professor of town planning, a master plan would give detailed proposals on the physical redevelopment plan for the socio-economic revival of affected towns and villages, including the reintegration programme for the insurgents as well as redevelopment and economic stimulation plans for the affected communities.
The council president hinged the success of the IDP resettlement exercise on the involvement of the affected people in its planning, execution and imbibing in them a sense of ownership of the project.
“We are convinced that this bottom-up approach and stakeholder-driven process should be predicated on the preparation of a comprehensive mast plan, which will serve as a basis for implementation and monitoring and evaluation of progress,” Egunjobi stated.
