In Ubuntu 18.04 Totem video player cannot add a web video

This feature worked fine in Ubuntu 16.04. In Ubuntu 16.04, when you add a web video, it plays the video. In Ubuntu 18.04, when you try to add a video it does 1 of 3 things:
- Crashes - maybe due to https instead of http
- Nothing
- Adds a "video", but when clicked, Totem shows the first clip of what was last played and then displays the error message: "The playback of this movie requires a text/html decoder plugin which is not installed."
