Lubuntu 18.10 touchpad scroll on Asus L406M Notebook

At first tapping did not work but I was able to fix that with an edit to the 00-keyboard.conf file in /etc/X11. However, touchpad scrolling is still dead and I find no specific fix, though presumably the answer is to be found in

Unfortunately the entry does not refer to a specific file to be edited.
The Input Method Configuration offers no information about the touchpad that I can identify.
