Control GPU fan settings on a multiple GPUs, multiple monitors machine

I have 2 NVIDIA GPUs, and 2 monitors connects to 1 of them. I cannot change the fan settings of the GPU, the one with no monitors connected to. Here's my /etc/X11/xorg.conf:

# nvidia-xconfig: X configuration file generated by nvidia-xconfig

# nvidia-settings: X configuration file generated by nvidia-settings
# nvidia-settings: version 415.25

The problem is that even in this config, the section Option "Coolbits" "4" is on both Devices, but I can only control the fan settings of the Device connected to the monitor!

I have tried to separate the two monitors into 2 GPUs (ie. one monitor per GPU), the fan control on both GPUs work, but this setting has one monitor being "black" with "x" pointer on log in, or sometimes it doesn't boot at all. Running:

cd /etc/X11
sudo nvidia-xconfig --enable-all-gpus
sudo nvidia-xconfig --cool-bits=4
reboot

also yield the same errors.

How to I actually manage to get to control 2 GPU fansettings, and keeping the monitors work in X session as well?
