Rotating matrices any number of degrees in the same space

I've found many links for how to rotate matrices 90, 180, 270 degrees. I've also found a lot of resources for rotating vectors and single points a certain number of degrees.
I'd like to rotate a square matrix any number of degrees in the same space.
For example,
If I start with this 3x3 matrix:
1 2 3
4 5 6
7 8 9
Can I end up with another 3x3 matrix that is this initial matrix rotated any number of degrees, say 20.4 degrees?
If so, how do I do this?
