I don't think wubi is supported for any current version of Ubuntu. https://askubuntu.com/questions/449486/windows-installer-for-ubuntu-14-04-lts-onwards

As far as I can tell, Wubi isn't provided for Ubuntu past version 13.04, and the oldest version of Ubuntu that's still in support is 14.04, so that means this question is off-topic as it's about an unsupported release. Edit: retracted my close vote though cause I would like to see a solution for this.
